[issue15389] PEP 3121, 384 refactoring applied to curses module

New submission from Robin Schreiber : Changes proposed in PEP3121 and PEP384 applied to the curses module. As these Changes do not alter behaviour of the specific modules, I would encourage to see this enhancement as a "bugfix" and consequently include this into the coming Python 3.3 release.
