The documentation has been corrected in 3.9. Prior to 3.9 the header was 
bz2.open(filename, mode='r' ...). Now in 3.9 or later the header is 
bz2.open(filename, mode='rb' ...).

For bz2.open(), the section header says:

bz2.open(filename, mode='r' ...)

but the text says:

The mode argument ... The default is 'rb'.

As I understand it, 'r' and 'rb' actually do the same thing, but the docs 
should at least be consistent.
