[python-committers] commit privs given to Maciej Szulik for bugs.python.org work

Maciej has been helping Ezio, David, and me out with updates to bugs.python.org for the GitHub migration and he's reached a point where we are all comfortable with him making updates to the issue tracker's code without us holding him up. He knows not to commit to Python itself or other repos.
