For permalink in zulip, the link from "Copy link to conversation" seems to be sufficient. I've created a stream ( https://python.zulipchat.com/#narrow/stream/130206-.23pep581/subject/hello/near/129486993) but it now has double ##  and it seems I can't rename it to remove the extra "#" I've been
