So far Philip Jenvey has been doing the foot work for getting new
Jython committers a commit bit - I have one (and probably soon a
couple more) new committers to set up. What is the process?

It's been a while since we added a Jython contributor, so I no longer
know what the process would be and we have at least one person we'd
like to add.
Previously, I think the process was:
1) Contributor creates a user on bugs.python.org using their real name.
2) Contributor signs the PSF
