I'm sorry, I was wrong. Allowing `encoding="locale"` didn't help OpenWrapper.
See GH-25107.
If we use `encoding = text_encoding(encoding)` in binary mode, `open(filename,
"rb")` will be warned. This doesn't make sense at all.
