You've got this backwards.
Emacs includes python.el, written by Dave Love, about which there is
no legal problem.
python-mode.el is the alternative, which has several contributors
including Andreas R. This has never been included in Emacs.
Please forgive my confusion. I did
AFAIS every Emacs-file is inspired by many, many others
from the very beginning. We see almost always a plenty
of revisions with a lot of people involved.
Inspiration is irrelevant to copyright law. It is concerned
