Fiwiki has FR enabled and it's Flagged revs test pages can be used as for
testing. If testing is limited to those those pages I think that it can be done
without bot flag and you can ask Flagged Revs permissions for

@jayvdb was still helping novices in GCoC and GCI, this year I have seen him
online maybe once so far. Unfortunately I also am quite busy this year.

We do not know who raised this request initially on sf.net, but I suspect it
was regarding German Wikipedia.
