Smalyshev added a comment. If you get error from SPARQL server, then it's most probably permanent. If you get error from network layer - i.e. you can't get to SPARQL server at all - then it may be both permanent (e.g. bad hostname) and transient (e.g. bad connection) but I have no idea how

Smalyshev added a comment. The only error that would be recoverable for SPARQL service is probably connection failure and even that one if it's caused by temporary network issue - but I'm not sure how to distinguish it from permanent one like bad hostname. TASK DETAIL
