I see. I also don't really understand why os env variable is ignored, I feel like it is hardcoded by testenv and can not be changed somehow or it is hardcoded after conf.py is processed? Let's try to avoid PermissionsError and see, what we'll getTASK

As I see it, eventstreams.py issue looks solved and many other modules are also ok since T185082 was solved. The readthedocs issue is more issue of T187008. And finally API reference for scripts is missing, but docs for scripts are ok
