(qgiscore, gui, python) and see that they are indeed referencing the
correct libs?

I noticed that on a new installation of Ubuntu, after installing
qgis, the ".qgis" directory is owned by root. This causes adding of
plugins to fail. (Probably other problems as well down the road)
Install of qgis was from the ppa ubuntugis-unstable repo.
