Its also a little odd that you can't sort by # votes so its a little hard to
find the Most voted plugin.
For example, if you sort by Stars (votes), Sextante shows up in the middle of
the list even though it has the most votes.

Dave Burken and Ming Su at GeoEye implemented an OSSIM image provider for
QGIS. The primary motivation was to provide OSSIM users a mature, rich UI to
visualize and analyze raster and vector data. Users would have the option to
use OSSIM instead of GDAL to visualize raster data.

I would not implement a new raster format.
I suggest you look at JPEG2000. Its wavelet based and there are several open
source implementations (OpenJPEG, Jasper, etc)

(http://trac.osgeo.org/ossim/). At a very high level, our goal is to use OSSIM
for rendering raster data in QGIS. That way, we can leverage the power of OSSIM
for image processing and use OGR for vector visualization
