I do not have QGIS to test but i also had issues with the capitalization part.

thanks for the (force) hint ;)
weird is that even with the search bar, if I type legend only the
Advanced settings are showed (in Linux even if not the old boxes) but in
Windows none of the bold legend settings are shown
so it seems that Luke force only works on Linux

Hi matteo,
Use the force Luke, use the force. (force = search bar in the option dialog)
Those settings have moved to the advanced settings. Search for example,
"legend" and you will find most of it.

In QGIS2 in "Settings - Options - Canvas and Legend" there are some
useful customization (bold names, capitalize...) that seems disappeared
in QGIS 3.
