Maybe I've found a bug:
if the project contains ONLY embedded layers, it returns 500 error.
I've added a non-embedded layer, and it worked.

Checkbox state of embedded layers is always ignored, QGIS considers
their state of the original project.

I can confirm this issue. I have reported this several years ago:

This bug - though minor - annoys me a lot. Because many of my projects
contain embedded groups which should be off by default and only on by
demand.
