It looks like QGIS3 (tested with 3.10.2) does not make use of a startup.py
if it is saved outside
%APPDATA%\QGIS\QGIS3 (OS: Windows 10).
I opened QGIS with a custom "--profiles-path" which works fine as QGIS
creates this profiles folder. But if you put a startup.py into this folder
