Here in the Far East the encoding is a serious problem hampering the use
of QGIS.
I was just pointed out a problem with the GRASS plugin on Win:

In browser, we cannot choose the encoding of e.g. Shapefiles. At least
when opened directly from Zip, German Umlaute are always messed up.

I haven't seen how QGIS GRASS plug in is built, still my 0.02 from
GRASS side. Some time a go I investigated encoding problems in native
GRASS on Windows (WinGRASS) and my conclusion was - it is not possible
to fix it for GRASS 6 due to character encoding handling in Windows.

Probably I missed something in Essen but to my knowledge it was always
clear that 2.0 will have _a lot of API Changes_ .. And I missed them
already. So now someone (Martin) is starting to bring us to a point
where a 2.0 really earns its big number change.

API to allow threading to be added later. Even without threading
being added the API update is worth it. Having a cleaner API is
