If you use a unstable distribution the release packages can break, when the
base changes.  You can install from the nightly repositories, which exists for
the release, the long-term release and master - or wait for the next point
release.

The qgis package in Debian follows the QGIS Long-Term Repo which is also
at 2.14.20.

Next week it will switch to 2.18.17 [0], as will the package in Debian.
