Is each of the dispatchers working on his own computer? why don't you just
prepare a profile for each type of person and set it as default in their
machines? That way, whatever the project is, they will always see it in non
editing mode. Would that work?

Has anybody had issues with the Georeferencing tool failing after updating
to 3.18
I'm not doing anything different to what I have in the past, start with a
basic scan of an image, load into georeferencer, pick a few control points
on the image and the map canvas, press the green
