Thanks for the screencast. After you've opened the dev tools with F12, can
you click the Console tab? If there are any JS errors, that's where they'll
be reported.

I think one option might be to put the data on something like geoserver,
and utilise the geometry extent for each land parcel as a link to the
web server from Access.
So you will have a link in your access database to the web service

OpenGeo plugin, since months has been substitute with Geoserver explorer plugin.
