The shapefile is 64 MB big, I can't put it online. I'll try to give
you a reference to download similar shapefiles.

what versions are you running?
I'm running here on winXP, qgis 0.11 (metis). You should not try out
python plugins in 1.0 preview yet because the api is still moving on,
thereby making some plugins look buggy (while they were working a few
svn-versions ago ;-) ).
Anyway,

I am running QGIS 0.11 under Windows XP. I am having intermittent
issues when zooming in on vector datasets. When I get to a certain
scale factor (usually around 1:5), QGIS just hangs up. This has
happened with shapefiles and with PostGIS tables. Some of the tables,

So the installer doesn't create the missing directories. I'll fix it tomorrow
and now you can easily fix it by manually creating the directory
I was running 1.0 but I just switched to 0.11 and had some luck with New
Layer plug-in after installing psycopg version 1. Thanks for the tip.
It installed successfully but when I tried to connect to my database, I
got an error, I think, due to PostGIS being on a Linux server, not my
machine.
