It seems that if you set up an account for Marco to try to debug this, then
QGIS works perfectly...
Or it could be the OpenSuse system update I just ran, followed by a reboot
which might have fixed the problem.

You certainly shouldn't have to save the shapefile to get the correct
projection... did you try refreshing the mapcanvas after enabling on the fly
projection (though this shouldn't be required either)?

Thanks for the input.
The refresh occurs only when the OTF facility is enabled.
So the procedure is:
- Start QGIS and enable OTF
- Load layerfiles
- Change CRS -Refresh occurs automatically to selected projection
