geometry tools I have 18 algorithms available to me, but not that one.
Will investigate further to see if I can find why it is missing.

1.) Download that zipfile of the Tunisian Admin Boundaries
2.) Open QGIS.

You can mount a Windows volume quite easily on the fly or permanently by
configuring you fstab file. The command to do this is...
mount -t cifs
It does take a bit of fiddling to get the credentials to automatically
work but once setup the process is painless.
