I'm using QGIS 3.6.3, with window 10 pro.
When clicking on the georeferencer button, nothing happen.
I tried to uninstall and reinstall version 3.12, but still it doesn't work..

the ubuntugis unstable PPA which caused the current problem I'm having, so
I'm keen to avoid that PPA if I can. I'll try your steps again and let you
know what the outcome is.

I've some shp files in WGS84 but their unit is not degree, it is arc seconds.
Basicly it's degree coordinates multiplied by 3600.
I'm trying to add a custom SRS into Qgis to perform the backward conversion in

dati" ma la lista delle variabili appartenenti al layer, se viene
selezionata prima l'opzione "solo elementi selezionati" non appare.
Bisogna prima scegliere la variabile e poi eventualmente
