That's in the labels properties, setting a label to show a column with the
road number, you can setup the shield in the background separator. See the
relevant documentation in here:

the feature for several seconds (e.g. 2 or 3). When I say hover, I mean do not
move the pointer. Make sure that there is a check mark by "Show Map Tips" in
the "View" top menu.
