Trying to compile on Ubuntu Hardy, I get the message:

Recent API changes affect older versions of the plugin installer ( 0.06.4).
So if after recompiling QGIS from trunk the installer doesn't start, remove
the ~/.qgis/python/plugins/plugin_installer directory to unmask the built-in

With the last update, the Installer renamed its own directory. It's the reason
of its any unusual behaviour before you restart QGIS twice. After two
restarts everything should work properly.
In case of any troubles take a look into the plugin directory in your home
directory
It's just a task for simple plugin - even not only for shifting, it can
contain full correcting capabilities. Why not to add it to the plugins
wishlist?
