Thank you. I did and I think I an seeing that ulimit may not be the issue.  It might still be an issue on servers, but with my settings I think I am good on ulimit values. /proc/1/limits shows: Limit Soft Limit   Hard Limit Units Max cpu time

Linux Mint QGIS 3.12.3-Bucuresti. I have a qgs file with about 470 layers. Roughly 100 of those layers are grouped together in 7 groups.  All layers are SHP or geojson.  Most are geojson.  I cannot have all the layers on, but I can have most of them turned on.  It takes a couple minutes to load
