That would be suprising. The standalone is made from the same binaries.

Yes, 2.4.1 is too old. You need 3.0 or higher.
Did you also try the standalone installer whether that contains the correct
GDAL version?
Unfortunately, I don't have a Windows computer at hand for testing myself.

GeoPDF requires a fairly recent version of GDAL. If that is not
available, it will be greyed out.

a nightly build a little while back but now I've installed the release version
of 3.10 the option seems to be greyed out in both the OSGeo4W installed version
