I just tried it with 2.18.6 and get the same error.

Using Qgis 2.18.20 (64bit, windows) I can't download/open a specific wfs layer.
Using 2.14.18 (64bit, windows) the same WFS link works without a problem.
What is going wrong in 2.18.20?
