-1 from me to have it enabled by default. Imho It's not a common tool every one
needs (a niche usage) and as Luigi says, no need to clutter toolbars and menus.
I can as well find other Core plugins that would deserve being on by default.
Imho, people should learn that besides QGIS

a reason is to avoid toolbar cluttering. QGIS is a so multipurpose
tool that we cannot enable by default any feature (what about eVis for
example?)
btw, cluttering problem would disappear when we decide to offer a set
of default profiles or when users will start to be used with
+1 for activating Georeference plugin by default.

I don't see any. It used to be activated by default.

As you said, the georeferencer is a plugin. You should find it in your
plugin manager and activate it.
