The last link should be https://download.giswater.org/plugin/2.1/giswater.xml

As far as I can see, it is a zip file which has to be expanded in the right folder of your C:/users/username/.qgis2/python/plugins folder.

Make sure you don't have the 3.1 version there anymore.
