Hi,
Have you tried looking in the processing plugin? The ftools should be found 
there since 2.16.  If it's all messed up, rename  the .qgis2 folder (hidden 
file) and restart qgis.
Thank will reset all your plugins.

[Qgis-user] FTools Plugin Error

I have looked in the Vector menu for these processes (v 2.16.3) but I am now
getting this python error.
