The problem here is not really the RAM but the GLUE chip on the QXL - it's already 'cheating' even at 20MHz, and uses passes through it's logic array to generate delays for RAM timing. As bus speed increases, differences from one GLUE to the next and differences in operating temperature make the timings more and more crytical, 60ns RAM just gives added leeway for timing mismatches courtesy of the GLUE chip.
