Hi George and others who have also missed the Apr/May issue of QUANTA eMag,

After considerable investigation, it would appear that having sent the 
Apr/May Issue of QUANTA eMag out in two batches, I may have sent the 
same batch out twice! Some time ago, I sent out the eMag out as one 
batch but together with a large .PDF file I was advised by BT that I had 
exceeded some limit that I wasn't aware of and it was suggested that I 
sent the eMag out in two batches.


Of course the error with the recent issue is entirely my fault for which 
I apologise to all affected and both John Southern and I have tried to 
keep pace with the messages received telling us that they had not 
received their eMag. I think that most of you know that I have resigned 
from the QUANTA Committee as treasurer and Membership Secretary with 
effect from the A.G.M. in April and John Southern has taken over from 
me. Good luck John!


However, just in case anyone has still not received their eMag, I have 
decided to send the eMag again to all the members who were on the second 
mailing list. To those who have already received the eMag, I offer my 
sincere apologies for any inconvenience caused by receiving a duplicate 
attachment.


Hopefully having corrected the error, I only have to say thank you to 
all who have helped me with my QLing and should any of you have a 
problem with anything that you think I can answer (or know someone who 
can), please drop me an email and I will endeavor to provide either a 
full answer or perhaps a key from which you can sort out your problem on 
your own.


To you all, I hope that you continue to get a load of pleasure from your 
QL and I look forward to following your activities either through this 
list or through the QUANTA Magazine .

There is very little we can do to correct this error in time for the
AGM except that the eMag versions have now been corrected (which has
delayed their despatching to those members who have opted to take
their Magazine in this format). Extra copies of these documents will
be made available at the AGM for those wishing to peruse them before
the meeting.
If anyone wants a copy of the missing document to study in advance of 
the AGM, would it be possible for you to email or post a copy on 
request to members, for example?

I am not surprised that it was the previous Treasurer (John Taylor) 
who spotted this error but I need to point out that without Dilwyn 
seeing John's observation and bringing it to my direct attention that 
I became aware of the error. The QUANTA Magazine is generally 
proof-read by a number of people before printing (including All the 
Dilwyns) but on this occasion the shortage of time and other 
commitments of the others prevented this from happening. 


There is more of an issue here - as one of the resolutions will be to 
approve the accounts, the balance sheet HAS to be circulated to members 
before the AGM - it will need to be posted unfortunately, to those 
members who normally receive a postal copy of the magazine - otherwise 
their proxy votes could not count on approval of the accounts, as they 
will have voted to approve something they have not seen.

More alarmingly, there are no boxes at all for Resolutions 6 and 7. As for 
resolution 6 how can one decide whether to vote for or against if there is no 
amount set for the new Subscription Rate?

I would hope that at least the suggested new rate could be e-mailed to all of 
us on this list. If is the rate suggested by the Treasurer then it is in the 
magazine. If not, what is it?

I am looking at the Proxy Form for AstraZeneca PLC.This has, as resolution 5, 
the election or re-election of  11 directors for which there are 11 places. 
There are three boxes for each candidate. The first is labelled For, the second 
Against and the third Vote Withheld.  The same should hold for QUANTA!

The whole point about elections is that the members can express their opinion. 
In extreme cases it can happen that a candidate  is not elected because there 
are more votes Against than For. After all that is what democracy is supposed 
to be about.

Clause 8.13 of the QUANTA Constitution says

To elect members of the Committee.

That is quite sufficient to imply that members can vote for, against or abstain.

In Scotland in some cases you can't even vote for a particular candidate. All 
you can do is vote for a political party.

One part of the proposed coalition's electoral reforms is for constituents 
to have the power to petition to boot out their MP's.


Mind you Quanta made a prize boob in the 2006 printed version of the 
constitution. Clause 5.3 had some words missing which meant that when an 
officer was elected to the committee, he or she was elected for life.


And guess which anti-Quanta individual spotted this and pointed it out to 
the committee,

LQ-100+ (with documentation etc) free for this purpose.  Ribbons are current
on-line sales item.  I just checked!

Secondly, I am concerned about the damaged envelopes which some of you are
getting. In order to minimise costs, I buy these envelopes in bulk, and it
takes about 7 issues to use the quantity. It may be that the self sealing
adhesive dries out during this period as I have noticed that occasionally
I get one which will not seal at all - I use additional sellotape in these
circumstances. I shall watch for this problem and maybe have to use
sellotape on ALL of them just to make sure. The flap may become stuck in
the Post Office machinery which could be causing the damage although some
have commented that the envelope is slit open across the sealed flap (and
not that the flap is missing altogether.) Please keep me informed of this
problem over the next few issues - whether yours is damaged OR NOT (to get
some idea of balance) - it may be worth asking the PO to investigate.

My copy was torn down the length of the envelope, rather than on the
edhesive end as you described. Not a clean cut, more like someone had ripped
it open with their finger. It's not the first time it's happened, but we're
used to packets arriving like this in the post around our way so wasn't
particularly concerned. I still have the envelope if you'd like to see it.


Rest assured that each envelope leaves here in good condition and the
labelling has recently been changed to enable better printing on the Desk
Jet rather than the old Dot Matrix which is coming towards the end of its
useful life - don't we all!?!?

Yes, the label printing is much better quality

My envelope was stamped at 25.02.09 Manchester 08.17pm  44003704 - blue 
Second Class stamp UK post.

crumpling; as well as the final transport in the postie's bag.


Maybe you can consider a slightly stronger envelope with a semi-gloss 
finish to it, to be more resistant of the mailing process.


In the general mail that I receive this is the only posting that is 
regularly arriving in a damaged state.


The one for the previous Issue had arrived in a plastic covering with a 
standard apology note from the Post Office for the damaged contents of 
the package.


PS - The new label is much clearer than the previous dot matrix

For all the criticisms I make of the Quanta committee I have to agree with 
this. We have one of the most hardworking committees that Quanta has ever

Another major rankle. As secretary Sarah Gilpin has vastly improved the 
record keeping of the organisation. At two AGM's running I have proposed a 
vote of thanks to her. Not one person at either meeting backed me up.


Then why am I critical of the committee? Because they have also been 
probably the most authoritarian, autocratic and dishonest officers that 
Quanta has ever had,

Regarding the Issue number, this is more of a problem:

There should be, as you know, SIX issues per Volume. One could argue 
either of the following:-


1)Due to editorial problems - covered adequately elsewhere - there 
were only FIVE issues to Volume 25 so the last one should be Issue 5

OR
2)As this is the last issue of Volume 25, it should be issue 6.

To be really honest, it is a typo which none of the team picked up in 
proof reading and I offer my apologies for any confusion caused.


Thank you for your welcome comments about the content etc and most of 
all, for correctly identifying the fact that it is a TEAM EFFORT. 
Without the rest of the TEAM, I would have given up a long time ago. I 
have been offered - and receive - much support from everyone at QUANTA 
(including the membership) and that makes it all worth while.

How many Quanta members have so far publically expressed their appreciation 
for John's work on the magazine? Answer: just five, one of whom is a 
mischievous person who continually dimishes himself (©JM 2008).

is a roundabout way of extracting the listing, since QL basic programs are 
essentially plain text. Just use the text selection tool in the PDF reader 
and copy he text to a file. You may have to tidy it up a little by hand 
(e.g. to remove blank lines or page breaks), but it is possible to save 
typing time until the listing appears on the website.




You can also OCR the programs - easier with the Quanta Magazine than QL 
Today. I often do it when I have to look at a basic program in an old issue 
of QL Today. Inevitably there are a few mistakes, but it is still quicker 
than typing a program in,

Although late, due to Editorial issues. That have already been 
acknowledged.  I must congratulate John Gilpin, the Editor, and the 
Contributors; for producing a very interesting Issue of the magazine.




Just a comment on the lateness of the magazine.

When you have a committee that has been seriously undermanned for as long as 
three years, then there is no slack left in the system and when a crisis 
arises the chances are it will be a serious one.


The magazine contains the nomination forms - and these can also be 
downloaded from the website - and this is a good time for all members to 
think about the contribution they can make to Quanta.


More provocatively perhaps my many critics now have a chance to prove how 
much they really care for Quanta,

Under the constitution volume 26 issue 1 has to be with members before 29th 
March 2009 and you cannot start work on the AGM items until after

You have our sympathy from QL Today. We know how it feels to deliver a 
magazine late to the readers.


As I mentioned in an earlier email you have also had similar problems in 
your scout duties and are grossly overworked at the moment.


I hope all Quanta members will be patient and understanding and learn a 
lesson from this. John Gilpin is the linchpin of Quanta. Many of his duties 
involve a specialist knowledge so it is not easy for someone to step in and 
help him out temporarily.


This was a crisis that was waiting to happen and was inevitable when for 
three years you have had a seriously undermanned committee.

another issue into my overcrowded schedule albeit published nearly two 
months late!! The situation seems to be ongoing and if QUANTA Members 
are to receive their Magazines on time and of a reasonable quality, a 
new Magazine Editor MUST BE FOUND by April 2009 as I cannot guarantee 
my time to continue to do this job after that date. Nominations should 
be sent to:- Sarah Gilpin - QUANTA Secretary as soon as possible 
please. All possible advice and support will be given to any new applicant.


In the meantime, please bear with me while I try to get the information 
together for the next issue which I hope will be published by the end 
of this month (November 2008). Any material for inclusion into that 
issue (or any future issue) should be sent to me, John Gilpin - 
[EMAIL PROTECTED] or by post to the address inside the front cover 
of previous issues of QUANTA Magazine.

Following a database crash (complete corruption of the Quanta Membership 
records) in early March, I used a backup copy from the year end 2006 and 
went through all the renewals received this year to bring it up to date. I 
am sorry that I completely forgot about your change of address which I have 
now updated (again) and your next magazine should go to your new address. I 
have also picked up your new email address from your recent mailing. Is your 
telephone number still the same as it was before your move?

Quite honestly, I'm surprised that you are the only one to report a magazine 
delivery problem.
