Yes, we have to install PROJ.4. But in the universe of Ubuntu 20.04 the
right version is already there. So we need no special treatment about
it for Ubuntu 20.04. We need the given remarks only for installation on
ubuntu 18.

Yes you are right, I oversee it. I am always struggling with that.
Bas gave a next suggestion to install the libs
in /usr/local/lib/x86_64-linux-gnu. I checked it and change line 51 in
routino/Makefile.conf from libdir=$(prefix)/lib to
libdir=$(prefix)/lib/x86_64-linux-gnu.
This works also.

I suggest to leave the wiki page as it is and wait for experiences from
other, because it occours only for me on a fresh installation, so it's
hard for me to reproduce w/o huge effort.

If you install it in /usr/local/lib/x86_64-linux-gnu it's already in the
ld.so.conf path, see: /etc/ld.so.conf.d/x86_64-linux-gnu.conf
