Problems with Quota and Qmail

i am running qmail and i would like to configuere it to refuse any mails received from an blacklisted host at http://www.mail-abuse.org/. I installed anti-relay in qmail but , when I do a telnet to mailabuse , it accept the 7 rule ... Does anyone know how to close qmail in order to refuse
