I have had the following problem on the testing CentOS 6.4:
sh qt-bootstrap-2
qt-bootstrap-2 -
qt-bootstrap-2 - installing yum-priorities (plugin) ...
Loaded plugins: priorities, security
3 packages excluded due to repository priority protections
Setting up Install Process

The packages are still in /testing/.
edit qt-bootstrap-2:
s/current/testing/
s/yum -y/yum -y --enablerepo=qmailtoaster-testing/
Then rerun it.
You might want to enable the testing repo by changing the setting in
/etc/yum.repos.d/qmailtoaster-dist.repo temporarily.
