[qmailtoaster] Saving a copy of all e-mails (in and outbound) for a single domain

I have a client who needs to save a copy of all incoming and outgoing emails on a domain in order to comply with British FSA regulations. I wonder if anyone has any suggestions as to how to achieve this? Alex -
