And configure 4 domains email accounts, alias and 4 domain web server with

better hardware. New IP address on the new server. I just wanted to list the
steps that I think are required. Please let me know if I'm missing
something.

When I did this a couple months ago it missed the IPtables file.
Did that get corrected?

There is no correction to make. The backup and restore programs backup
and restore your qmail files, not your firewall.
