The tcp.smtp file isn't used to run, only the tcp.smtp.cdb file. As long as there's a .cdb file, it should at least run. I've never seen blank lines in a tcp.smtp file, but that doesn't mean they're not ok. I'd get rid of them if they're there. I'd start taking things out one at a time.
