You could use a squirrel mail plugin. The only draw back is that the footer
will only be added to mail sent from squirrelmail [webmail].

This was discussed in length on the development list in December 2009
and as late as February 2010. At that time consensus was that the
footer did not belong in the mta but in the mail client.
