I recommend using
mysqldump vpopmail -p vpopmaildb.sql
then create a new vpopmail database at the new server and insert it at the new
server using the following lines
mysql vpopmail -p vpopmaildb.sql
The dump/insert commands work also on different mysql version, inserting the
database

There have been several people report problems with Vqadmin. The response has
most often been that Vqadmin is broken and should not be used. I'm not sure if
your problem is the same but have you tried to create the domain from the
command line?
