[qmailtoaster] Limit number of out going mails per user

Dear List, Is there any possibility to control as follows. A user can send only 20 mails per minute If he tries to send more than certain limit, his account will be disabled for certain period(For example 3 hrs). Hope this can be done with some scripting. Please tell where to check and
