I had to
# mkdir /etc/spamassassin/.spamassassin
# chown vchkpw:vpopmail drwxr-xr-x 2 vpopmail vchkpw 20480 Oct 4
05:57 .spamassassin
# ls -l /etc/spamassassin/
...
drwxr-xr-x 2 vpopmail vchkpw 20480 Oct 4 05:57 .spamassassin
...
# vi /etc/spamassassin/local.cf
