First line does not matter, it searches the whole comment. I think
Martin is right, the infrastructure is not fully back up.

I think the infrastructure move is still in flux. I'm having
difficulty accessing a number of apache servers. This could be causing
problems with the SVN-JIRA integration. AFAIK what you put was
perfectly correct. I did the same in my commits today but they have
not yet appeared on the JIRAs
