Is your new net vm different than "sys-net"? This caused me problems too. One
solution is to rename the new net vm to "sys-net" or you can edit this file in
dom0:
/etc/qubes-rpc/policy/qubes.UpdatesProxy

I am using the fedora 26 minimal template for my net and firewall qubes. I have
installed all the necessary packages for networking and everything except
firewall rules work. In the VM settings for qubes connected to my firewall qube
it says "Networking qube does not support 'qubes-firewall' ...
