I have installed a Debian headless system from iso in an HVM.

Now I am wondering the best way to set up swap. The Debian installer created 
swap for me, but of course this is getting wiped by Qubes between reboots.

This means the VM fails to find its swap disk, and the resulting shortage of 
virtual memory causes it to fail to start MySQL.

My short term fix is to give it 1.8G of swap on the system disk (in fact it 
only uses about 200M so that is overkill)

What is the best place to include a script in systemd startup so that EITHER

- I can run mkswap before fstab is applied

OR

- I can run mkswap and swapon before systemd starts mysql

Is there a standard Qubes way to do this (presumably there is, as the official 
Debian templates must deal with the same issue). If so, please direct me to the 
appropriate doc page. I tried looking but if it is there I missed it.
