currently i am configuring salt to create and configure all my vms.
my target is to have only a minimal set of vms i need to backup (vault,
config, data, custom systemd based services for my vms) and a set of
salt files to create my whole setup.
creating vms and installing software works.
Maybe you could use sleep, e.g., sleep 30 at the beginning of your
rc.local? kinda hacky though...
