[qubes-users] Upgraded feodra-26- to fedora-28 fails

I upgraded from f26-f28 per instructions, i thought it succeeded successfully 
since there were no errors, but i just checked cat /etc/redhat-release and it 
still says fedora-26 ?? i am upgrading from 26-27-28 to see if that works but 
if i'm right then everyone who used those instructions should check their 
release ver.
