For AEM (4.0.1-1.fc25) to work, i had to change the XEN iommu parameter to required instead of no-igfx. Also if you use the internal drive as installation target the SINIT module was not appended to the grub entry. The parameter can be changed by editing the /boot/grub2/grub.cfg.
