I redid everything on Qubes 3.2RC1 and, sure enough, it works. Used Rufus before, it seems Windows added some garbage after the drive gets reconnected. However, copying the same ISO onto a different flash drive (8 GB Kingston) from a different computer (Linux Mint 17.1) worked. Perhaps you could also try an alternative flash drive and/or computer?
